Jeffrey Funk, making obscene gestures

While he is outside of my home, visiting his friends/ (party house) my newest neighbors.
Carin Broughton saw I, Jessica Swedelius had a camera, and she turned around.

Swedelius and Funk have prior knowledge of one another.
Swedelius has descibed, slowly he became mean and she does not care for Funk's behavior.
Jeff used to pride himself when he would challenge me to a foot race down the beach and dash past me with gazelle type strides. Jeff would also love to take his skateboard or run to the casino's if he heard his numbers called in a winning lotto game he would have been playing at the time.
I have to question Jeff's motives for him leaving his vehicle at the neighbors house in current days when he goes to the casino's (.08 miles away from my home).
Instead Jeff can not simply drive the extra .08 , drive to the casino itself , where Jeff claims his destination is and reason he can not drive his vehicle later (intoxication) but rather park there in secured parking?
No matter where he parks at the casino or across from my house if he is not driving his vehicle home that evening he will need to arrange to pick it up again.
Was there intoxication involved?
Why is it a problem for him to go the .08 extra and retrieve his car from the casino's after he parties there (instead of regularly outside of my home)?
